Fiscal Implications of Development Patterns

In early April of 2015, Smart Growth America (SGA) released a new model for analyzing the fiscal performance of urban development.  The purpose of the model is to help towns and cities better understand the impacts of their development choices.  SGA recently applied the model to planning being done in Des Moines, and they have catalogued their findings in the following report - Fiscal Implications of Development Patterns: West Des Moines, IA.  The model calculates the average annual public costs of four different strategies for West Des Moines’ growth over the next 20 years, which is then subtracted from the average annual public revenues generated by each. The result is the net fiscal impact of each type of development.
