HUD Announces Changes to the NSP Definitions of “Abandoned” and “Foreclosed”
HUD will change how it defines “abandoned” and “foreclosed” to include properties in mortgage default and uninhabitable homes with lingering code violations. These expanded definitions, effective immediately, will increase the reach of NSP by allowing more properties to qualify, removing existing barriers caused by market conditions, and helping state and local grantees to meet the Congressional requirement to obligate all NSP1 funding by September 2010.
